Substance Abuse Counselors (CAP) (0.5 FTE - two positions available)

Brief Position Description: The Substance Abuse Counselor, or Certified Addictions Professional - CAP, will assist clients in the assessment of their substance use patterns, behaviors, and consequences following the hurricanes of 2004, assist clients in the development of a functional lifestyle, and will provide experienced, professional counseling to the substance abuser and his or her family or significant others. The CAP will assist Project Recovery Teams in case conceptualizations that involve clients or households negatively influenced by drug or alcohol misuse, abuse or dependence.

Professional Qualifications: Certified Addictions Professional; Possession of a Bachelor's degree; and Completion of 6,000 hours of direct service within the past ten years; and 300 hours of supervised experience across 9 practice dimensions as listed below::

Project Purpose: Services provided under this contract are designed to help the state's residents recover emotionally from the four major hurricanes of the 2004 hurricane season, as well those displaced by Hurricane Katrina in 2005. The project, Project Recovery provides an intermediate step in behavioral health response between Project H.O.P.E. and existing mental health and substance abuse systems. The purpose of this project is to identify, offer short-term intervention approaches and assure sustainability to those individuals who have not yet received services before the contract terminates December 31, 2006.

Major Program Goals: Project Recovery will enhance and extend the state's capacity to serve individuals with severe emotional issues beyond the scope of crisis counseling. The project will use multi-disciplinary teams located in selected counties to provide assessments, referrals, service planning, direct services and the purchase of therapeutic service from other providers to reduce the effects of trauma or other emotional effects resulting from the storms. Services will be accessible to those in need and will be customized to meet the needs of the individual or family. Short-term intervention approaches will be employed. Individuals requiring longer-term interventions will be referred to the existing department contracted mental health or substance abuse programs. Services will emphasize the participant's choice references. The cultural preferences and beliefs of the participant will be considered in planning and providing services. The project will integrate substance abuse and mental health services to address the participant's needs, where necessary. Persons eligible for services are any individuals who were negatively impacted by any of the four hurricanes of 2004 as well those displaced by Hurricane Katrina in 2005. This includes, but not limited to, individuals displaced from their homes, families and children exhibiting continued stress, older persons, migrant families, persons with disabilities, teachers, caregivers working with children in the highly impacted areas, regardless of nationality or immigration status.

Scope of Services: Jacksonville Family Counseling Services will recruit, organize and direct two Multidisciplinary Crisis Counseling Teams (MCT’s) of five persons each who will provide up to six outreach contacts per individual. Each MCT is designed to operate 20 hours per week on a flexible schedule on weekday evenings and weekends, providing on-site meetings and interviews at a time best convenient to individuals in their homes, workplaces, schools or other locations. The primary service area includes but is not limited to Duval, Clay, St. Johns, Baker and Nassau counties. MCT’s will provide assessment, treatment planning, intervention and case management to individuals to achieve self-sustainability or link them to longer-term services. Assessment criteria will be based on predefined checklist of key behavioral indices. Agencies such as mental health or substance abuse agencies, community based care providers, schools, or employers may make and receive direct referrals to or from each MCT. All project services and positions will terminate on December 31, 2006

Structure and Function: A project executive and project assistant employed by Family Counseling Services will recruit, screen, hire, assign and supervise MCT personnel. MCT personnel will be classified as part-time temporary professional employees of Family Counseling Services subject to its organizational policies and procedures. Applicants considered for employment must successfully complete a DCF background check and a drug screen before a letter of offer can be made. After hire and prior to assignment, MCT members will receive several days of orientation and intensive training on policies, procedures and protocols in order to fully comply with grant goals, objectives and outcomes. Each MCT will be supervised and coordinated by an LCSW Team Leader assisted by a masters-level Child Specialist, a CAP-Substance Abuse Professional and two case managers providing Vocational and Family/School Counseling services respectively. MCT’s may form ad-hoc sub-teams as needed to serve a greater number of individuals more effectively and responsively. See following pages for a brief description of credentials, skill-sets, salary and criteria required of each MCT position.
