Stephenie Colston
State of Florida's Director of Substance Abuse

Plenary: Florida's Substance Abuse Program: A Progress Report
Stephenie Colston assumed the position of Director of Substance Abuse with the Florida Department of
Children and Families (DCF) in December of 2005. Ms. Colston also simultaneously serves as the Deputy Director
for Treatment for the Governor's Office of Drug Control.
Ms. Colston previously held the position of Senior Advisor for Substance Abuse with the Substance Abuse and
Mental Health Services Administration (SAMHSA) of the U.S. Department of Health and Human Services (USDHHS). In
her role as the SAMHSA Administrator's Senior Advisor, Ms. Colston counseled SAMHSA Administrator Charles Curie
on all substance abuse prevention and treatment issues and initiatives.
Ms. Colston also served as Senior Advisor for Demand Reduction to White House Office of National Drug Control
Policy Director (Drug Czar) John Walters for six months.
Christina Bellamy, MA, LMHC

Christina Bellamy, LMHC, holds a Master of Arts Degree in Rehabilitation Counseling from the University of
South Florida, Tampa, and is a Florida Licensed Mental Health Counselor.
Christina has been a full-time psychotherapist in her private practice in Tampa, Florida since 1990, and
has provided training and workshops for mental health, health care, education, social services, corrections,
addictions treatment, faith communities, retreat centers, and community groups since 1980.
Scott Fairchild, Psy. D.

Plenary: Making Invisible Wounds Visible
Dr. Scott Fairchild is a licensed psychologist who operates Baytree Behavioral Health in Melbourne,
Florida, and serves as the Founder and Co-Director of the Stress, Trauma, and Acute Response (STAR) Team for
Kennedy Space Center. Additionally, he has founded Welcome Home Vets, Inc., a not-for-profit organization
operating in Brevard County to support returning veterans in their transition back into the community.
Dr. Fairchild is a graduate of the University of Denver and has been in practice since 1989. He served
21 years on active duty with the Army Medical Department and retired as a Lieutenant Colonel. While on active
duty, he worked in combat health care administration for half of his career, before completing Doctorate of
Psychology. Dr. Fairchild completed his doctoral work on Human Interaction in Space Travel and Space Operations
and also later trained in Aviation Psychology. He was selected for the first congressionally mandated
Psychopharmacology Demonstration Project, which trained psychologists to prescribe medications.
Dr. Fairchild has presented at a number of national and international conference, most recently at the International
Congress of Critical Incident Stress Foundation conference, sharing his team’s experience with Disaster Mental Health
Services following the Columbia Disaster. He also specializes in working with Posttraumatic Stress Disorder in Veterans
who come from across the country for evaluations and treatment. He has worked with mood disorders, ADHD, PTSD,
dementia, and Alzheimer’s disease, as well as other brain-based disorders. Dr. Fairchild has been actively lobbying for
a number of years to bring brain-scanning technology to the Space Coast. He has recently partnered with LifeBridge
Diagnostics of Louisville, Kentucky to bring this most valuable technological tool to Brevard County to serve the needs
of patients throughout the entire Southeast.
Plenary: Building a Recovery Community
Richard D. (Rick) Davila, Ph.D. is a Licensed Clinical Social Worker, a Certified Alcoholism and Drug Abuse
Counselor, and is an Approved Clinical Supervisor in the State of Connecticut. Rick earned his Ph.D. in Special
Education from the University of Connecticut, School of Education Psychology and his Master in Social Work from
the University of Connecticut, School of Social Work. He has been an Associate Dean and the Campus Director for
Springfield College School of Human Services, Tampa, Florida since 1997, with the responsibility for all Tampa
Campus functions, representing the college at all area activities, and Chief academician and faculty leader.
Rick is responsible for the oversight of the Springfield College San Diego campus, and other developing new
urban campuses and international programs.
